
Charleen M. Barnwell a native of Charleston, South Carolina now residing in Atlanta, Georgia is the Founder and President of the Legal Bridge Community Foundation, Inc. (LBCF), a nonprofit 501(c)(3) tax-exempt organization established in March 2025 to support hardworking students pursuing higher education while balancing life’s challenges.
LBCF was founded in honor of Charleen’s late father, Arthur Barnwell, Sr., a dedicated Xerox Corporation technician for more than 30 years whose strong work ethic, commitment to family, and belief in education shaped her vision. Inspired by his legacy, Charleen transformed personal loss into purpose by creating a foundation that uplifts students facing financial and personal hardship.
Under her leadership, LBCF provides scholarship support to working students attending technical and community colleges, with a special focus on those who have experienced the loss of a parent. The Foundation is committed to easing financial burdens, encouraging perseverance, and helping students stay on a path toward stability and long-term success.
Through LBCF, Charleen continues to honor her father’s legacy by Building Bridges to Brighter Futures, ensuring that students are not forced to choose between survival and education.

Katherine G. Barnwell, surviving wife of Arthur Barnwell, Sr. and retired Charleston County middle school teacher dedicates her life to helping her family, friends, church members and the community at large. Mrs. Barnwell feels that this Scholarship will help working students become the best version of themselves.
At Legal Bridge Community Foundation, Inc., we believe in a holistic approach to helping working students. We will work closely with local communities in Georgia and South Carolina to understand their needs and create sustainable solutions.
